When you arrive at the Mutianyu entrance to the wall you are greeted by a sign informing you that the renovation of this section of the Wall was carried out with the help of the people of Dusseldorf, Germany. That's nice. Following the steepest section of the climb, you meet a sign, in English only, announcing, "Tourists not permitted beyond this point". But the wall continues through the mountains, and so does climb; as does [just about] everyone that passes it. Until, quite a bit further on, you arrive at this section of wall.
Now everything is clear.
